Political Structure

Knowsley has 63 Councillors representing 21 wards. The Council has a Labour Administration, with 50 seats, 13 seats are held by the Liberal Democrats.

Knowsley has a single party Cabinet made up of the Leader plus 9 Cabinet Members. The Cabinet is responsible for taking decisions on the Executive functions of the Council. These functions include proposing the policy framework and budget to the full Council and implementing the Authority's policy framework. The Cabinet meets every three weeks. Each Cabinet Member has a portfolio area of responsibility - a number of portfolios are thematic and relate to the Local Strategic Partnership themes (e.g. Health and Social Care) whilst some are still functional (e.g. Finance and Information Technologies).

Knowsley has recently reviewed its overview and scrutiny arrangements and a much more robust structure has been developed. Knowsley's inclusion of overview and scrutiny in the budget process has been recognised nationally as good practice.The council, with its partners, has implemented a series of six Area Partnership Boards, which act as the focus of management in a local area.
